Clear plastic spray--either Urethane or Varathane. Get the ones rated for outdoor use, if the rock is to remain outdoors.

This is all presuming that the rock you painted on was your own. If you have been defacing public property in a park or other urban setting, I suggest that you remove your "art" instead.

Use several coats of spar varinsh. You can get it at the local hardware store.

Thin a bit of it out and use a light coat first. Let it dry and then a day or two later apply a second coat.

Again let it dry for a couple of days , then give it a light sanding and apply a third coat. Let it completely dry before you let it get wet or exposed.

Even spar varnish with an ultraviolet protection level will eventually crack and peel but this should be good for at least ten years. Somewhere along that timeline you can simply resand and revarnish.

Clear spray paint should seal it nicely. You can even get clear (or colors) spray paints that are UV resistant so the art work won't fade in sunlight. They are available at all hobby shops like Hobby Lobby or MJ Designs.

Any cheap commercially available spray on varnish or clear coat finish spray will work fine. Just be sure to spray it in a well ventilated area, and do several light coats as opposed to 1 or 2 thick coats.

Use krylon clear coat. Spray it evenly and allow it to dry thoroughly. Do this outside since the smell is very noxious.
