I have heard this attributed to Will Rogers, but it has become so commonplace about everywhere, I can't find out if it originated with him, or the place being spoken of. Any clues?

It was Mark Twain - He said of New England "If you don't like the weather wait a minute, it'll change"

A better question would be, who was famous enough that people listened when he said if you don't like the weather wait 5 minutes.

That sounds like one of those things that's been said since forever. And before it came to New England was probably popular in Olde England(e)

I don't think it was Will Rogers, mainly because he lived mostly in the Mid West where that saying doesn't really apply. In any case, it is an old New England saying that was common long before Will Roger's time.

Because of the weather patterns in North America, the New England region has very changeable weath. Most days there you see a variety of different conditions, warmer/colder, rainy/snowy/dry, cloudy/clear/cloudy, It's very unpredictable, so it would be a common saying in New England, "If you don't like the weather, just wait a moment."
I think Mark Twain might have written that, but I'm sure it was a saying that existed before his time.

Not sure who said it but it can mean different places. I found it in an article about Scotland.

Also found in something about Oregon.

It is also a motto for Colorado Bear.
