Just place the mouse near the corner of the tool bar, and you can actually drag the tool bar down. You can place the toolbar anyway with this option. If it is a problem ongoing, then after you drag it down then right click and lock the toolbar in place

People accidentally move the tool bar all the time with their mouse or cursor. First, right click on the task bar, and then make sure that there is no check next to lock the task bar. If there is, then just click it and then it will go away. Now, left click and hold down the task bar, then move the cursor to the bottom of the screen. The task bar should go with it. Make sure after that you right click on it again and lock the task bar.
