How would I go about getting a photo-ID card in Texas? I need one by the end of February, is it possible to get one by then?

Take your birth certificate and any other identification you have to a Drivers' License office of the Dept of Public Safety. Cost is less than $20

its a racism issue. Since we are a democracy everyone's voices need to be heard. America doesn't have an official language, there are Americans who aren't fluent in English and do have a right to vote. The concern is, by restricting vote to only people with photo id we might be eliminating the voices of minorities or people in the low income bracket because these people typically dont have these ids. Its important that they vote because they live here too, they are still citizen and they have a right to have their voices heard. For some people its harder than others so voting needs to stay as accesible as possible to every american citizen.
