A dog stays in season for 3 weeks or more. Were your two allowed to be together at all during those 3 weeks? If so,it's a good chance she may be preggers.

Absolutely she could be pregnant. Get her spayed right away. So many people learn this lesson the hard way and unfortunately that means there are TOO MANY PUPPIES in this world dying in shelters.
If a female is around a young healthy intact male, they are almost always going to breed and yes she can get pregnant in her first heat cycle, and yes dogs will inbreed. They don't have the same standards about inbreeding so don't think that just because they are siblings they won't. So many people think that.
Her nipples could be swollen because of the heat, but I would have her spayed asap just to be on the safe side.

Big nipples is a GREAT sign of pregnancy. I havent seen dogs nipples get bigger when they are heat but its not unheard of. She should be just out of her heat cycle so it may still be too soon to know if she is pregnant just by looking at her. Keep an eye on her diet and her nips. If her diet changes at all (eats more or less) then that is a sign of pregnancy also. In 3wks-month, if she is fatter and/or her nipples are still big then she is prob pregnant and you should take her to a vet.

take her to the vet and have her checkd out. get them both spayed/neutered asap--and double check that they are too small because i have a 6 month old puppy and she is getting spayed next week.

It does sound like she is pregnant. Go ahead and get her spayed. It will abort the babies, but there are enough unwanted dogs out there as it is.

Of course she's pregnant!!! Since you don't seem to have any concept of dog care, get both of these dogs spayed and neutered before you do her any more harm!
