puppies eyes should open around 10 days, some may take longer. 15 days is getting on the long side. Do they have alot of discharge in the corners? Green mucous. If you take your finger and very gentle press near the corner does any liquid or watery stuff come out? If any of that is present they may have a eye infection. The puss from the infection could be keeping the eyelid closed, kinda gluing it shut. If they have any strange discharge its best to take mom and pups to the vet and have them checked for infection cause if its left too long they could loose sight or even an eye.
More Info: Do not wean them after there eyes are open. They should not be weaned or taken from them mothers till they are 8 weeks old. Otherwise it can cause a nutrition defecincy,stunted growth, and mental/social behavior problem.

Yeah, puppies aren't supposed to open their eyes for a while, when they do that's when you wean them.

i hope that i am wroung but they could be blind. either that or they could just be slow and born early
