There are new regulations in place, but it does depend on your form of travel. If you are traveling via air, really now you need a passport to travel to any country. If by sea or ground you still don't need on to go to Canada or Mexico.

You need a passport to go to any country now. Even Canada, Mexico, on a cruise ship to the bahamas, etc.

All. Check the Web site. Even if they say you don't need one to travel somewhere, you need it to leave another country and return to the US. We just went through that in Punta Cana, DR. We didn't need it to get there but we did need it to leave.
