One to transmit; one to receive. It's cheaper than putting in an expensive fast T/R switch to share the same antenna.

Altimeters are continuous wave (CW) radars. One antenna is the transmitter (high power), the other is the receiver(low power). Since its a CW radar, transmitter and receiver are not multiplexed (switcthed on and off alternately).
