Well it depends on where you are and where he is. If he is in jail or prison, most facilities are tobacco free and it would be considered a contraband.

If you are sending it to another country, they may have other laws prohibiting certain items, such as tobacco, medications, alcohol, etc.

You actually SHOULD be able to! Wrap it up really good in plastic wrap, then in aluminum foil, then put it in the envelope and send it to him. Pay the correct amount for postage, and it should get to him with no troubles.

I have sent weird and HEAVY things in the mail(water glasses, stuffed bears, t-shirts, candy, etc), and they got there with no troubles. So, why are you having so much trouble shipping the tobacco?
