I would suggest a dress that is tighter fitting on top.
A belt to bring attention to the belt and not your lower body (ankles and calves)
Long on the bottom to almost cover eveything.
DO NOT WEAR BRIGHT SHOES!
Wear a neutral short heel. A high heel will bring about more attention to the areas your not comfortable with. If I knew your skin tone I would suggest a clor dress.

I have the same problem, I would suggest going for a dress about lower calf length, possibly a bit 'floaty'. If it is a straight dress I think people are then drawn to your legs and ankles more. Probably wearing a sandal may be better, but dont wear sandals with a strap which goes around the ankle, go for a sandal or shoe with a fairly low front this will make your foot look longer. Then just go out and enjoy yourself

If it's a black tie dinner then a floor-length dress would be perfectly appropriate. This covers a multitude of sins - you could really wear whatever shoes you wanted underneath and no-one would know!
Also, I have problems finding long boots too. Leather ones are a nightmare but I do have some synthetic stretchy ones that fit very comfortably - perhaps you could try that?

Who has said you MUST wear a dress? I regularly go to black tie events and there's no reason why you couldn't wear a trouser suit. Next and M&S both do lovely examples in black crepe. Doll it up a bit with high heels and glitzy accessories. If you've got the figure for it you can wear the jacket with nothing underneath for a sexy plunging neckline. NEVER be told what you can or can't wear - unless your company is providing you with a clothing budget they have no right to dictate - especially as you'll be attending the event in your own time. why not try a dress that is longer at the back and goes up at the front if you know what i mean the it will cover the calf and a strappy shoe that is sling back then you can have pretty toe paint to take the eye away from your ankles
im no where near a size 10 but im not jealous of you as some of the comments suggest, hope you have a fab night and im sure you will look lovely hun

Why not wear a pretty long dress and nice strappy shoes, then no-one can see ur legs or ankles, so you wont feel uncomfortable.

I find bigger calves on a woman attractive. Never discussed this with other guys, but I've heard them say they like bigger thighs, and bigger calves tend to come with. Now I know your probably not worried about attracting men, but you are likely worrying about something that either no one notices, or finds them attractive.
Big calves are definitely better than drumstick legs.

I think high tops would make your ankles look more bulky. I would wear heels or a wedge.
