drivers of first response vehicles have extra training for driving in all kinds of conditions, and they practice driving all the time. plus they are not talking on the cell phone, putting on makeup, eating, or dealing with little brats screaming in the back seat.
there are no devices, probably no snow tires in Texas, definitely no studs or chains used there. you didnt say what kind of car you drive, but im guessing that there is no stability or traction control, which makes a huge difference in ice and snow.

Police cruisers are not "modified" by either the manufacturers or police departments to be faster. In the United States, the Chevrolet Caprice and the Ford Crown Victoria were the most common choice for law enforcement vehicles before 2002 or so. The strongest engine the Caprice ever had was a 260hp, 335 lb ft of torque LT1 350cid V8 engine. This was in a vehicle that weighed 4100+ lbs without a driver. They would run at best a high 15 second quarter mile time. They had a top speed of around 140mph. The Crown Victoria's 4.6L Interceptor V8 engine had similar torque ratings but less horsepower. They weighed a little less than 4000 lbs. Since both of these vehicles are no longer made police departments have been switching over to even slower Chevrolet Impala and Dodge Chargers. There are plenty of other factory built vehicles on the street that are much faster than police cars in both ability to accelerate and top speed. The latest Dodge Viper is capable of nearly 200mph and 11 second quarter mile runs.

They have ALOT more weight than our normal cars and trucks do. They also have 4 tires in the back as to our 2.
