Pick a wall where the border will be viewed the most. You could paint the bottom half of the wall one color....(like 4 feet up...or lower)..and then paint the upper half a lighter color. Use the border to separate the two colors. You could even put up a chair rail and put the border just below that.
As far as applying the border.....most these days are made out of vinyl. Measure how much you are going to need(I always allow a tad more.....it's easier to trim than to add). Soak in warm water for 45 seconds.....drain....then start at one end and go to the other end. It also helps to have a paper towel to wipe off excess water that may run down.

I don't really know the best way to put it up. But I put my daughters in the middle of the wall. I left the top part of the wall white and then painted the bottom half purple and then put the My Little Pony border in the middle it looks great and my daughter loves it. Plus this way you save on how much you need because you go around the windows the door light switches all that stuff. Good luck and have fun.

I suggest picking two different color paints that match your border. Put your border on a primary wall or walls about 3 feet from base board painting above the border a warm tone and under the border a cool tone. The corresponding walls without the border either the warm or cool tone depending on your taste. Depending on your border if it has something you can cut out like a cartoon character or a flower cut these out and make a little decal on a bare will or in a picture frame with matting.

I imagine you have what they call pre-pasted border. All you do is get a cold basin of water, measure, cut and dip it in the water for 20-30 sec. making sure all of it is wet, then hang it on the wall, take a dry towel and rub out all of the air bubbles, make sure it is even,or level, if wall paper has stripes, make sure they go up and down straight. If you do not have enough paper to go around, you might want to consider cuting out the picture and paste around the room, this will let you get the most of your border, and make it somewhat different than regular wallpapering.

The best thing to do is buy some more border,And I have found putting it half way down the wall is better in a kids room, its more at their eye level.Most borders are pre-pasted just dip in water and apply, directions come with the border, easy to do.

I put my sons border up at his waist height and he loves pointing at it! It is for them at the end of the day and they'll never see up by the ceiling! A benefit of this was that i didnt have enough at first, but lower down with missing out the door i had enough to go round. Voila!
Mind you you might want it a little heigher than i did it, as he's just started picking it!!! The border i got was already sticky so it was easy to put up, no paste.

As for where, there is nothing that says that you have to put it all the way around. You can use it as an accent. Just do one or two walls. As for how, just follow the directions that came with it. Usually you only have to use water, like wallpaper. Just start at one corner and work your way to the other corner. Work slowly so that you can straighten as you go. It is usually a lot easier to have two people doing it though.

BUT IF YOU DON'T HAVE ENOUGH BORDER TO PUT IT AROUND THE TOP, YOU WON'T HAVE ENOUGHT TO DO IT AROUND THE CENTER OF WALL EITHER. YOU MIGHT HAVE TO JUST DO ONE WALL.
