Before you convert any money, compare the rates of the currency exchanges and the charge your bank makes for ATM use. If you plan to make purchases at the Duty Free, the prices are in Euros but the cashiers accept US dollars.

Yes. Virtually everyone in Turkey will also be happy to take Euros. And yes, the ATM is always a better way to go than a currency exchange counter.
