I want to create PDF files, but do not want anyone to be able to edit them. However, they MUST be able to be printed.

First you have to create a security policy within acrobat
this will set the rights to print edit or copy contents of PDFs

Than u have to create your own digital signature via adobe too.

PDF files by nature are already protected. In fact these pdf files cannot be edited.
