Do i need to give change of address info. for my car vehicle title registration? ( Minnesota)
If so, where can i do that online or over phone or mail.. ..Or is it in-person?

You won't need to change the address on the title, but your vehicle registration will probably need to be changed if you get your driver's license changed to the new address. They will need to match-up in the event of police stopping you. If you don't have your title, you will need to notify whoever you make payments to, of your address change, because once the vehicle is paid for, they will mail you the title.

Most State DMVs have web sites and addresses can be changed on the site. In North Carolina one can be fined and assigned points for failure to change an address.

i would not change the address on the title but i would for sure change the registration but to make sure the laws in your state call the DMV and ask them what are the laws about it
