Yes they are (well, we are, I'm an American). And so is everyone else.

Regarding HAARP: I don't know if they [America] are using HAARP technology irresponsibly as much as they are ignoring the data coming from it. At least, the American government is. Most Americans are in favor of doing something about it now.

It's not alien technology. They developed it at first for studying weather patterns, then the military got hold of it, where it was taken over and funded by the United States Dept of Defense, and the US Air Force. Those people don't go out and by stuff unless it can be used as a weapon. This thing can trigger earthquakes, alter weather patterns, destroy ICBMs in mid-air (kind of like the idea of Star Wars that Reagan came up with). It's top secret. Not even Jesse Ventura - an ex-SEAL - can get access to it. That should speak volumes to what it's purpose really is. For the record, the Soviet Union was working on similar projects in the past for a long time.

HAARP is just an ionospheric sounding experiment. The stations are 10,000 watts and most of the energy goes into space. The world's shortwave stations send out about 10,000 times more power and the frequencies they both use do not heat anything. If you're worried so much about heating, throw away all the cell phones in the world. They use microwaves and total they put out about a million times the power what HAARP does when you add them all together.

Yes, and I have found that if you fold your tin foil at at a 48 degree angle and coat the inside with Chocolate Syrup it blocks the Government mind control devices more effectively.
