If you put a bean in high ph water would it grow better than a bean in basic water? Also, how long does it take a bean to start growing?

High pH water is basic! Do you mean high acid water? High acid = low pH since the scale is -log.

Any extreme variations in pH will destroy the ability of the seed to germinate, but minor changes (with 1-2 pH levels from neutral) usually won't halt the seed from sprouting.

Bean seeds germinate (ie. sprout) within a few days, but really depends on temperature, amount of water, type of soil, amount of sunlight, and of course pH of both the soil and the water.
