They do break down however it is not ok to throw your trash on the side of the road anywhere. No one wants to look at your apple cores and banana peels anymore than they want to look at beer cans and gum wrappers. Besides, what if someone comes along and slips on the banana peel?

I would be cautious about the pistachio shells. Some of them can be sorta sharp and they might do damage to a tire.

Not at a high rate of speed, but otherwise, sure. I'm not sure if it would be considered littering or not, but they decompose, so it's okay to throw out organic materials.

Just in case anyone is wondering, cigarette butts ARE NOT biodegradable.

In the city its not cool because it causes bugs, roaches and ants.
But away form the city it should be alright because bugs/animals eat it

I think it is. So long as they are bio-degradable and you dispose of them in long grass where they don't look unsightly. You could just take them home and put them in your green bin or on your compost heap. That would be better.
