Under 4' 7", midget, though there are now movements to refer to proportionate and disproportionate dwarfism (the former referring to normal body proportions as opposed to achondroplastic dwarves that had other body differences from the expected human form). PC is "little people".

I would say dwarf would be more politically correct. I think that is anyone who stands less than 4'10".
