weights only 75 lbs. she was of normal weight when borned. but never grew to be of normal height or weight?

she would be said having nanism or dwarfism. Achondroplasia is the medical word to designate improper development of cartilage at the ends of the long bones, resulting in a form of congenital dwarfism.

Under 4' 7", midget, though there are now movements to refer to proportionate and disproportionate dwarfism (the former referring to normal body proportions as opposed to achondroplastic dwarves that had other body differences from the expected human form). PC is "little people".

I would say dwarf would be more politically correct. I think that is anyone who stands less than 4'10".
