I came across a dead cat near my home a couple of years ago. I moved the body out of the street and placed it on the esplanade (the grass between the street and the sidewalk) so the owner would have time to find it before the public works department took it away.
I then watched the "lost" ads in the local newspaper. Awhile later, when a cat a passerby and I rushed to a veterinary hospital after the cat was run over by a car, I place a "found" ad in the paper, in which I described the cat and said it had been hit by a car. I did not include that the cat had to be put to sleep.
Your local paper's "found" ads may be free. Check. Also, contact the local humane society with a description of the cat and your contact information in case the cat's owner goes to the humane society in search of the cat.

Call the humane society or a local vet for advice. In some states it's illegal to bury an animal in your yard and the last thing you need is a fine. In the mean time, use gloves and an old towel and trash bag and the instructions about turning the bag inside out and temporarily place in a trash can until humane society tells you what it's okay to do. PLUS - THE ANIMAL MAY NOT HAVE A TAG BECAUSE IT'S BEEN MICROCHIPPED - the Humane Society or ASPCA has the equipment to scan it's shoulders for any microchip which has owner info.

First of all, check your local newspaper and see if anyone put an ad in for a lost cat, matching it's description. If so, then you need to call them and tell them. If not, then you do the right thing and bury it. Don't put it in the trash like some yahoos do.

If you think someone deliberately hurt the cat you should call the Humane Society. If not you could just bury it or call the local pound and explain the situation, they can probably tell you what to do.
You could also ask your neighbors if they knew the cat. Good luck

Take a garbage bag, put your hands inside it, use the bag to pick up the cat, turn the bag inside out over the picked up cat, and bury the cat.
Then ask around your neighbourhood if anybody's cat's gone missing, and break the news gently.

Just want to comment on the whole "dig a hole and bury it" thing.....
That is actually illegal in many locales. In further consideration of that, you have no clue what kind of diseases that animal may be carrying even if you decided to "dig a hole and bury it".
The best solution is to call animal control.

Put on some gloves double bag it and either bury the darn thing or throw it in your trash can for pick up if your disposal laws allow. It was allowed when this happened in my yard in Virginia.

If you know the owner, then give it to the owner. If not you can bury it in your garden if you have enough space. Bury it with dignity.
