could be food allergies or contact dermititis.
most common food allergies are from the corn and cheap fillers in the food. corn or grain products are the biggest thing that cause food allergies.
any of ur grocery store food have cheap fillers and grain in them. The food u feed from the vet are the same way.
canidae, innova, solid gold, california natural, wellness, artimis, or **** van pattens food are a few real good dog foods with all natural ingrediants.

our vet advised that use sulfur soap if our dog scratches. maybe that would help. because it would dry the skin of your dog, at the same time killing the parasites. after being dried, use a gentle human shampoo to bring back its skin's life.

Give the dog a bath in med.soap.The dog doesn't have fleas,he just has tender skin.

pugs tend to get topical yeast or bacterial infections on their skin. It could also be lice or mange. Flea shampoo help with lice but mange needs a mediacation and if its dry skin put vitamin e oil on their food.
