Do you mean when they are talking with you? Most men look at a women's eyes when they are speaking.
Maybe you have a beautiful slim waist, flat stomach and curvy hips that is distracting them or they can't believe what a huge amount of lard is hanging over your belt.

Some guys I talk to look down because I think that they're embarrassed and are too shy to look in my eyes. Other guys stare at my chest like I don't notice it. I don't think it's anything perverse - that's just how some guys are.
