Depens if its someone you know and see often ,or a total stranger .
for total stranger its more easy ,
pretend to be lost and ask your way in the street , you need to hbe looking for a genuine address , and been in the area , people waiting at bus stop are more receptive ,you can ask aswell for the time , sometime during a queue up , basicly , you need to find the perfect timing when the lady is not on the defensive.
in a club , while waiting for a busy bartender to serve you , you can actually achieve more , by engaging conversation with a lady waiting her turn ,and you can order for her if you were the first .
by simply be galant , and opening a door !!aswell your appearance has to be perfect ..
for people you see regularly at college its more difficult . you rather ,check out the habits !!
There is no realy rules, but thousand of situation ,and opportunities .expect disaster , but rule number one , never give your telephone , you need to get hers ,then you can give yours :)

pick up lines is for little kids. Just be yourself bro. Walk up to the chick and ask her her name, how old is she, what do she like to do, what TV shows do she watch (One 3 Hill, Smallville, and the O.C).. Once you've got a smile on her face, its over then, go in for the kill. Tell her that you gots to go but you would like to finish this conversation sometime, can I get your number, by the way I think your Gods gift to men with your beauty.

pick up lines do not work anymore. another thing that dont work is "spittin game". if you want to try to get with a girl, just talk to her like a normal person. conversation is where it is. if you cant conversate with her, then she wont want to be with you.

this one works for me all the time. you aproach the girl and say:
"so you or any of your girls suckin or ****** or what?"
No I am kidding just introduce your self and ask thier name. dont use corny pick up lines.
