yes but most of us have learnt the basics at school by the time we are 15 , further education is primarily for people who want to improve on the skills they already have , however a 60 year old woman who has worked her entire life as a cleaner and is illiterate can if she chooses en-role in collage with a view to becoming an I.T technician , it may take a while but she would succeed if she was determined .

There is no "institute" as such, but mature students do have the opportunity/choice to learn those type of skills from various training establishments.

Local colleges will offer basic courses in most of those areas, normally abuot £200 for an 8-10 week course.

I have no idea...except if you think about it the U.K. has been in the 21st century about the same length of time as the rest of us...so my guess would be YES!!!!
