I'm from the State of Virgina & it is common now to get offered money if u help & marry an illegal Russian chick so she could file for a G. Card.
What is the law & penalty on such act ? Would they fool the INS by this & get their G.Cards ?

It is a federal offense, and you can go to jail, and she can be deported, or jailed and then deported. It costs about a thousand dollars in fees and exams to get a change of status for someone who already here, and more for a K-1 fiance visa. Title 8 of the USC covers this. Marriage fraud itself can get you 5 years and a $250k fine, and every false statement, or falsification of fact or document can get you five years and $10k.
Oh, and if you mail the documents in, it is also mail fraud, and that carries penalties too.

You can start without a lawyer, however there will come a point where I would strongly suggest you consult one. File an I-130 with the USCIS to start the process. Because your husband entered the US without inspection, he is not eligible to adjust his status within the US so he will have to return to Mexico for the interview process. At his interview he will be denied due to his illegal entry and presence in the US, however you can then file an I-601 waiver and should you be able to prove extreme hardship to yourself and your children if his application continues to be denied, his entry bar will be forgiven and he would be allowed to return to the US as a legal permanent resident. It is for the waiver that I would suggest you consult an attorney - while the grounds for hardship are broad, it's the most important part of the process. You do not need to go to Mexico yourself. There are internet sites that have been hooking up American men and Russian women for years now... nothing new... and if you do this, be prepared for a messy divorce... they are taught to clean out their American hubby before moving on !
