First you need to make sure that it works. does the light go on when you plug it in and turn the switch?
get some uncooked rice. if your just cooking for your self then a cup or two should be enough.
depending on the condition of the rice, you might need to wash the rice, make sure that there are no unwanted grains, but dont over-wash it, cause you'll wash out all the nutrients!
now, pour the rice inside the compartment, spread the rice evenly on the base of the compartement, and then you add the water, no matter how much rice you put in, it c\should be completely submerged by the water, with about a half-of-an inch water above the rice level.
then you plug it in, push the button until the "cook" light turns on. when the rice is cooked the light should change to the "warm". leave it for a few momments and the rice is ready to eat.
note: this is based on a normal working rice -cooker i hope yours has no malfunctions, cause it might take more time to cook.
Dont leave the rice cooker plugged in too long, cause it will make the rice dry.

Steamed White Rice (Rice Cooker) recipe
As simple as it gets. Never used a rice cooker? Nothing's simpler. Consider it ahead of other kitchen appliances like a grill pan or special asparagus steamer. Very useful!

1 1/2 cup White rice 2 3/4 cup Water
This basic recipe is here primarily as a RecipeLink anchor. The ratio of white rice to water depends upon the brand of rice you choose. I use "Nikko Calrose" rice in most applications, because I prefer somewhat sticky, Japanese-style rice.
The ratio with this particular brand is just under two times as much water as rice. So, for 3 healthy sized servings, use about 1 cup rice, and just under 2 cups of water.
Place the rice in the rice cooker, then the water,

This isn't hard....Ready? Measure out the amount of rice you want to eat. Remember that a cup of uncooked rice yields almost double after cooked. Once you have your dry rice in the bottom of the pot, add water. You have enough water when you put your finger in,just barely touching top of rice, and the water hits the first knuckle on your finger tip.Plug in pot, hit cook. When the light goes to warm, it's done. I live in rice country. We eat rice about 3-4 times a week. I got it down to a science....lol!

Alrighty, short and simple and sweet:
2 cups of rice. Preferably authentic asian chinese rice
Add enough water to the rice so when you stick your pointer finger in the rice, the water level is as high as the first joint (by the fingernail)
I'm Chinese
I have a rice cooker just like that- warm and cook.
It has never failed me yet
enjoy.
