I'm sorry for your cousin, but unfortunately there isn't a real good cure for the scars left from an insect bite. In the case of mosquito, she is hypersensitive to the saliva and has a localized allergic reaction which changes the pigmentation of her skin. In some cases, especially for scars which are not too old, there is a product called Mederma which may help. You can buy it over the counter in most of the big chain drugstores or at Walmart, usually. There are other products for scar reduction on the market now, so if one doesn't work for her, another one may- so she might want to try several to see what works best for her. They may not ever completely go away, though. Scars on the legs from bites are notoriously difficult to get rid of, even with the prescription stuff that you get from a dermatologist. For the really tough ones she may want to simply use makeup designed for the legs to cover them up. In the future, she would want to begin treating the bite as soon as she gets it, through the entire healing process, to help avoid the scar if possible or at least limit how bad it is from the start.

Vitamin E taken internally and natural (not synthetic) vitamin E put on topically will aid in healing scars on skin. Also, vitamin C and a will help to. Your skin is the single largest organ in the body. Skin damage can be corrected, but usually from within, not without.
It takes time, so be patient.
