I remember seeing lists of Canadian cities with ratios of single men to single women. Victoria was very high on the list with surplus women. Typical of tourist industry towns, government towns and University towns. Northern towns with manufacturing, forestry, mines, etc were the opposite.
And where you have a surplus of single women, you will have them looking pretty and out on the town.
I have spent my time living in Victoria and would agree!

Toronto has fine woman, but your question involved "concentration" so London, Ontario (the place with the University of Western Ontario, which made Dave Lettermans top 10 list of places to get laid)
Montreal around the McGill area is also very good

I havent been so I cant say, but there are many hot women ALL across Canada. From experience though I would say Quebec is the province with the least attractive and Toronto would be the city with the least attractive.
