I don't want to build more muscle, and I'm planning to do 45 min high energy, low impact step aerobics 3-4 times a week to see a result in my thighs. There's already muscle in my thighs, but there's still FAT in it. Maybe even do pilates 2 times a week, if I feel like it. What do you think? I'm definitely eating healthy and I don't want to build more muscle esp make them any bigger.

Not directly. "Spot reduction" is a myth. This is where people supposedly think fat will burn off a specific area of their body if they focus on it. The only way to make your thighs slimmer is let your body do it by dieting, excersize, and ultimately lowering your body fat. Genes decide where fat comes off first.

once you're slimming down, you're slimming down frequent, no longer only legs or abdomen. Step aerobics is cardio so in case you'd be eating ideal, you'll shed pounds= slimmer body= simmer legs. You cant only narrow down in reality your legs.
