No, but that's also why you should call on God for his help when you are in a state of panic so you don't have to go through it alone.

Is it fair for "god" to judge us at all? All "god" is is a set of ideals that someone came up with a long time ago that are impossible to live up to (or are in direct conflict with human nature) so they could exert control over someone else. We do the same thing to everything else too...how many times have you gotten onto your pet for doing something he/she "shouldn't do" and why? Is there a LEGITIMATE reason for you to scold him/her? I think a real man is accountable for his actions as all times...."state of panic" or not (panic is BS by the way...just another crutch). Man ALWAYS looks for a way out of his own BS rules.....look at christianity....do whatever you want, just make sure you say "sorry" and it'll be like it never happened. Quit worrying about what "god" will judge you for....judge yourself, is what you did good or bad? does it HURT or does it HELP? Forget about other people's stupid rules.

Well depending on what you are referring too.
If a person refuses to learn about God, and his laws, and regulations and the principles in the bible, a person cannot train their conscious with in part helps in times of distress or panic.
Free will as usually mentioned is also responsibility for ones own actions. So situation dependent, it would be fair for God to judge us on our actions when we panic especially if the outcome endangers others in a spiritual and physical manner.

If the answer is no, then is it fair for a government to judge us for what we do in a state of panic. If so, why not God? If not, the question remains, why not the Creator?

Are we fair to judge God over what we do in a state of panic? What I mean by this is that all our deeds are vile sins in God's view. Our only good deeds are deeds we do not know we have done. So, in essence, if we make a bad decision in the heat of panic, it just as vile as ANY action when we have had time to think about it. Posting this answer is a vile sin against God, but there is nothing I can do about it becuase we are in bondage by sin, and cannot free ourselves.

If it is God doing the judging, then it is always fair.

GOD knows the thoughts and attitude of the heart and mind. Dont judge GOD unless you want to be judged.

My Church would say that sin is only committed with full consent and in defiance of God. If you are in a state of panic then your motive is not with full consent and, therefore, it's not a sin. However, if you feel you've done something that would otherwise be sinful you may want to reflect and pray about it and maybe talk to a clergy member just for your own peace of mind. God knows our heart and He'll forgive and He wants to help us. :)
