Depends on the girl, if you are proposing you should know her pretty good. Do something she would like. Just don't do it on a holiday, girls like to have their day to themselves, don't want to share it with the rest of the world every year. If it works out for you she will remember it forever.

Find something she is into and get creative.If she likes suprises send her on a treasure hunt.If she reads hide it in her book.Take her to the first place ya"ll went on a date and infront of everyone get on your knee.Proposal is something she is always going to remember.Give the ring to the waitress and have her bring it out with desert.
