Firstly because saving them at the Red Sea was saving their race, and secondly He did save people at the WTC! There were plenty of people that have miraculous stories as to why they weren't in the WTC's as they were supposed to be on that day!

The bible says unforeseen things can happen to everyone. But Moses was acting out prophecy, and he was ( doing Gods will ).
Where as such, person in the World Trade Center are working and carrying on in their daily lives, If you compare, to Noah's day, people were doing the same type of life, No one was really paying attention to God and his warnings. Only Noah and his family which were ( doing Gods will ) ( preaching ) they were saved.
That is an example only. The world is controlled by Satan so that is the real reason for the attack and disregard for innocent human lives. Think how many Jews or Israelites died in slavery during the Pharaohs reign when they were enslaved for 400 years.
