It depends what you mean by "persuades or coaxes". if he touched the 16 year old girl in question then that is child molesting or sexual harassment (not the same thing, close enough for me though), if he just continually asked her and she says no, then he is harassing her

It is legal in Canada as long as she is 14 and consenting. Other countries have different laws. Check your local law, although a 36 year old interested in a 16 year old obviously has some serious mental health issues.

As long as she is under 18, it's child molestation. If this happened to you, tell your parents or the police immediately! even if he threatened you somehow not to tell, don't listen to his trash. You already know that he's scum and that his life is pathetic if he can't get a woman his own age, so don't pay any attention to threats. The sooner you tell the authorities, the sooner he'll be locked up and far, far away from you.

He's a child predator. Even if where you live the laws allow him to pursue "girls", stay away from anyone like that. He obviously has some serious mental issues.

It could be called many things depends your state / country. I call it child molestation if he had sex with a 16yo. Punishable from 3-99yrs in prison.
