Give her a buzz and say "Sorry for calling so late, just wanted to see how you are doing and say goodnight... talk to you later... bye." And leave it at that... try it.
(that's of course if you get her answering machine... and even if you do get her on the line, keep it short, sweet and simple and say goodnight.)

If she said she was gonna call you tonight and you think that she has gone to bed by now, wait until tomorrow and call her to say what's up and casually slide into the conversation asking what she did the night before or how her night was. Chances are if it was an accident that she didn't call you back, she'll feel bad and apologize. If she kind of beats around the bush, that means that she knew she should have called you but didn't want to. If you can't get a hold of her tomorrow in two calls or less, then wait for her to come to you, otherwise she's intentionally blowing you off.

We've all been in this situation. next time just say something like so I'll you Okay. That way you won't feel awkward about should/shouldn't never leave the decision up to the woman. And yes call her that's probably what she wants.

Wait a bit longer and if she doesnt call wait till tomorrow then give her a call or wait a while to see if she does. Something may have come up and then when she got done with what she needed to do she may have thought that it was too late to call you.

NO! You send the message that you are controlling if she just got too busy. Being an adult is about giving people space, give her until tomorrow to call you back, tomorrow night. Also, maybe she likes you but doesn't want to be boyfriend girlfriend.

I'd say be bold and go for it. 11pm isn't too late at all. She may have forgotten to call, had something important to do, or maybe she REALLY wants you to initiate the call!

Well it's hard to believe you are 20 with questions like this. Is she sleeping? Do you want to call her back? These are basic questions you should be able to answer for yourself.

Call her back, but if she doesnt answer the first few times you call, she clearly is avoiding you....unless she went on a trip or got hurt.

It's possible that she wants to see if you care very much. definitely call her, and apologize for the late time. Say that you missed her voice! it'll make her feel special :)
