Tell him if his jaw hurts he's too tense when doing it. Tell him to pretend he's kissing you on the mouth. Tell him to relax his jaw and lips and tongue, and use his tongue more.

Just as you are a "huge fan of oral," you need to realize that many people are not. Nothing in sex should need to be nagged about--things should be spontaneous and natural.
You can talk to him about this when you are not ready to have sex (not right after sex either). Then, I agree with the person who said something like "if he doesn't then you shouldn't either"--why should you--does it give you any great deal of satisfaction?
It should be about pleasing each other--not one-sided. Nothing should be forced or argued about. If you two are meant to be together, things will get better--but have some patience. I wouldn't like some guy nagging me about anything private--I'd probably get rid of someone who did.
