How much would you estimate it costs to have a car audio shop custom make a 12" subwoofer sealed enclosure?

It depends. What kind of cubic ft of air volume the subs require and the level of custimization you are referring to. $50 on the cheap side to well into hundereds of dollars.

I was quoted $75 for a dual 12 box.

i would say around $50 for a 1 cubic foot sealed box
