Generally speaking an "X" mark, or a red line drawn through a sentence is used to signify a mistake. In recent times, ambulances became the choice of the undercover community in decorating their mistakes. They are costly though and in few numbers so the undercover are careful not to make too many more mistakes than the borough can provide new ambulances.

Becaise the flashing lights draw more attention to the mistakes and as undercover people they want more attention.
I would think this answer would be self-evident but I can understand your confusion on the issue.
Let me clarify it, the flashing lights, the sound of the siren, the rush of adrenaline as they put the posey restraints on you and take you back to wherever you escaped from.

James, this must be the fifth time you ask this question. Enough with the ambulances already.
You can't use the word decorate in this context, it doesn't make sense.
