Could be dry skin, could be an irritation from the razor. Here's what to do.
Make sure the razor is clean and sharp, don't use a blade any more than a few times, and rinse it off with rubbing alcohol after each use. Use a shaving cream product for shaving, they make some in a tube for delicate skin. Do not ever use bar soap to shave with.
Rinse the product off well. Use a heavy duty moisturizer, like Eucerin cream, wish I could remember the name of that other stuff, Ampher...oh, well. Use the moisturier immediatly after you bathe to seal in the moisture. And do a test before you use a product with lanolin, just put a little on a patch of skin, and watch to see if you break out.
You might try a little hydrocortisone cream on your legs when they start to itch, but beware, repeated use can cause dry skin, and more itching. Buy the cheap kind at K-mart or Walmart, it works just as well as the expensive stuff, 2% hydrocortisone is the same by any name.
Hope your itching goes away.

the winter months are always worse when it comes to dry skin, shaving isn't always the reason, but contributes. Get a heavy moisturing lotion like lubriderm, or a spray oil like Avon Skin So Soft. Another suggestion would be to put a small amount of bath oil in the bathtub when you shave and it will help moisturize and keep your legs from itching.

If you don't shave your legs on a regular basis, then the itch is more noticeable as the hair starts to grow back. Hair always itches as it grows back, but if it is an area that is regularly denuded of hair, one gets used to the sensation the hair growing back.

So either shave more often or go get a wax or sugar job. Then the hair grows back really slowly and the itch is greatly delayed.

Not sterilizing a razor you already used.

Next time, soak it in 90% Isopropyl alcohol for 10 minutes prior to shaving. It will kill any existing bacteria on the razor and shaving will not itch for days afterward.

And when you shave, try shaving with lathered up hair conditioner and then apply vaseline when finished. That does wonders for sensitive skin.

*Cold weather *Shaving too often *Potent shaving cream
with harsh chemicals *Fragranced Lotion again with harsh
chemicals.
Helpful solution: Use products made for sensitive skin.
Try using Jojoba oil. It's a fragrance-free natural carrier oil that
you can buy from organic food stores, natural health stores.
Add a few drops to your bath water to soothe dry skin-Use as
moisturizer after you shave. It's even gentle enough for babies.

Itch is a small pain. You probably cut your skin while you shave. You may also be allergic to the lotion or shaving cream.

common problem: shaving upward against the natural fall of the hair...hair becomes ingrown under skin causing itch...

shave down with the natural flow of hair...works just about every time...

no kidding!
