I need to know the reason how to make the normal rice to become fragrant rice?

Try Jasmine Rice...smells great...tastes great...pretty much the same price.
Why more? In my experience, the sweeter the smell, the sweeter the taste. Uncle Ben's is absolutely tasteless when compared to Jasmine or Basmati.

They are just different spicies of rice. Fragrant rice smells good naturally. No perfume can be put into it. Thai Jasmine is the best (in my opinion). It has little sweet taste when you chew it alone and smells nicest when you cook it. That's why it's more expensive than normal or American grained rice or etc. Rice is different in every area in the world. SEA countries mormally produce best Jasmine rice.

Anyway, it depends on how you like it. If you like it bland and a little dry, then Jasmine rice is not your choice! Enjoy!

The taste and fragrance of rice is inherent to the grain; some have been planted and bred to increase different characteristics.

in india we use basmati rice which has it's own fragrance,the fragrance varies with the quality of the rice ,whole spices like cinnamon,cardamon or cloves or a few bits of each added to the water while cooking rice also,adds to the fragrance,whole curry leaves/bay leaves cooked along with the rice impart their own fragrance,we also use chopped cilantro or whole mint leaves to impart their own fragrance,we take our pick .the choice is wide..
