Well it could be the stuff you put on him irritates his skin or you aren't getting all the Shampoo out when you bathe him, your a girl so you know that if you don't get all the Shamp & Condit out , your scalp acts up and your itching it for ever. Then it kind of bleeds or gets irritated and pink.
And don't bathe him every day, week or even every other day. Dogs have natural cleaning stuff in their bodies so they can go a month at a time without getting stinky. Their skin can get irritated by too many baths as well.
If he doesn't have fleas or ticks, then why are you putting meds on him, if you just want to prevent him from getting fleas get him a flea collar, they are medicines to treat flea and ticks. So you really shouldn't just put it on him.
As for the losing weight, it might be something you need to see the vet or it could be like everyone else is saying "hot - spot"
A Hot Spot is - a localized area of skin inflammation and infection. The infection can be superficial or deep. Other common names for this condition include: moist dermatitis, pyotraumatic dermatitis, and acute moist dermatitis. Broken down, "pyo-" refers to "pus", "-traumatic" refers to self-inflicted trauma of biting, licking, scratching, and so on, and "dermatitis" means inflammation of the skin

could be food alergies could be anything really, try perhaps something more gentle on his stomach or add fish oil to the food usually the vet will tell you (after checking for other things) to slowly back off everything with the exception for the main food and see if that would work (could be something in the treats or chew bones (if you give those) .... try not using flea collars or bathe the dog too often as that will decrease the natural oils in the coat and make skin dry and irritated. If you can just gently wipe your pup down with a wet towel dipped in a solution of water and vinegar instead of bathing him all the time that would help. stop using all of these shampoos...they have so many chemicals and a small dog is more sensitive .....
Most often it's the food. find holistic human grade ingredients food.

What do you put on him, he could be allergic to the shampoo or flea medication (most likely)? Has he been neutered, sometimes this helps? Also, the thyroid gland can cause problems with itching but hair loss usually goes with it. Do you use Advantage or Front Line, etc? Those are better products than using a liquid medication or spray.
He needs a vet to look at him, constant scratching can be torture for him.

Some dogs get a skin problem called a "hot spot". Terriers and dry-skinned dogs are particularly prone to it. This can also occur in a long-haired dog that has mats. Their skin will become terribly itchy, can turn red, and eventually turn into a big scab. You can take him to the vet to make sure this is what it is, and then your vet can probably recommend a cream or medication for hot spots.

I have 2 Longcoat Chihuahuas and 2 Smoothcoats, and I bath them once a month. Too much bathing can dry out their skin. Did you call a vet and explain the symptoms to him? Maybe he can prescribe something for your little one. Good luck.
