Saipan has nothing to do with the Spanish Embassy... and there is no need to take visa but a kind of permit..so I agree with Dawn..
Also ask travel agency if you know any, they would tell you what requirements you need too going to Saipan.

Since Saipan is in the Northern Marianas and the islands are a protectorate of the USA, a visa is required. Contact the U.S. Embassy in Manila for visa requirements.

Yes, you need to get Saipan Visitor's Entry Permit or VEP. Go to US embassy in Manila, ask them what are the procedures to acquire one or contact any reliable agency that can help you process that permit.
