I have petitioned for him to be able to return to america so we can live together as husband and i wife. I am tired of all the waiting and suffering i need him here with me and now he needs thisand we dont know how to get it. He had it and he gave it to the immigration officer at the airport when he left the country

When a foreigner leaves the US, he or she MUST give the I 94 Form to a representative of the airline or an immigration officer when requested. They probably destroy it after entering in their computer the information stated in the form. The passenger won't need it anymore because the same information is stated in his or her passport. I am a Landed Permanet Resident myself here in the USA . The best thing to do is call 1-800-375-5283 which is the National Customer Service Centre here in the USA. Speak to a Immigration Officer, not just a " Customer Service Rep ".
Which country is your husband from ? Depending on the country, some do not have this requirement with the USA.
