My daughter is 2 and she wore flip flops all summer! They didn't damage her feet and she loves them. If she could she would where them everyday she would.
You are right about putting shoes on at the park and so forth, but Wal-mart I think is fine. Make sure she practices wearing them a bit before you take her out in them. It takes a week or 2 before she will be able to actually keep them on her feet. After that, you'll be begging she take them off.

Unless you are wearing reinforced boots, normal shoes are not going to give you any real protection if a horse stands on your toes anyway, so from that point of view, just be careful and flip flips will be ok. When riding you will be better to get rid of the flip flops and go with bare feet. Flip flops are just a hassle, they are too easy to have fall off and being barefoot will give you a btter grip.

They don't have the best support for one's arches or lower backs but wearing from them from time to time wouldn't be harmful at all. You just have to be careful and appropriate. They should never be worn when playing outside or in a location where her toes can be stepped upon or otherwise hurt like an escalator in a mall.
Since she likes wearing them for dress up you can tell her these are her inside dress-ups shoes and outside she has to wear shoes that keep her feet safe.

Children (well, adults, too) tend to walk out of flip flops, and they can cause problems in the development of their walking.
Shoes with good arches that stay on their feet (like sneakers or sandals with straps) or bare feet are best at this age.
Also, consider escalators...bad enough for a grown up to wear flip flops on...but a kid...that is a prescription for a serious injury.

My son was used to being barefoot, and flip-flops were the first footwear I could actually get him to try to wear. I can't remember being an age where I didn't wear them myself (I have low arches, so flat footwear's actually good for my feet), but I suppose there could be safety concerns. I never got hurt as a result of wearing them, though!

Not too safe. Kids like to run around a lot and they can cause her to fall. Also, wearing them while riding a bike can get her toes injured.
They aren't good foot support for developing feet.
There are more reasons than what I have listed here. Bottom line, I wouldn't get them for her.

My mother gave my daughter a pair of flip-flops last spring. I did not think a 2 year old needed flip-flops, but she wore them all summer without incident. I'm not sure if they're safe or not, but we had no problems. I made sure she wore sturdy shoes for playing, but for gardening or grocery shopping, she loved her "plop-plops."

flipflops for children are ok depending on what it is they are going to be doing. For instance if they go to the park you should put shoes on them because they will be running and you never know if they fall and trip on the or just step on something they shouldn't. If you are taking a trip to the store i dont see any harm on that. going to swimming would be idile for flipflops use your judgement on will it be safe for your child to wear them where ever it is that they are going. And if you think about it pack a pair of shoes and sock you never know when you might need them.

It can be dangourous, it's not the best thing for her feet ethier. Sneakers with appropriate arch support for her foot are the best in my opinion. Most sandals do not have any arch support whatsoever.
