"All users" is not a folder, a common user profile created during the installation of windows operating system. It is under C:\Documents and settings folder.
Double click open "My Computer" icon from your desktop
When the new window opens, double click on C:\ (I hope your copy of Windows is installed on C:\)
If you are opening the C:\ drive for the first time Windows XP will show you a warning sorta thing by the right hand side of screen. Just proceed.
Now you will see a folder Documents and settings
Double click open, there you will see another folder "All users"

Are u single user on system? It is a default folder, it must be there check for any hidden folder settings, or why don't u tell it to download the files to ur folder rather than others.

I'm hoping your talking about legaly downloading music... not a p2p or torrent.

The easies way is scan your hard drive for a song title you know you downloaded, when the results come back it will show the file path.
