yes, they are the same thing.

CE: stands for common era, or christian era
AD: stands for anno Domini, which means in the year of our lord.

the opposites are:
BC: Before christ
BCE: Before common era or before christian era

It is the period of time measured after the year 1 (the traditional birth year of jesus christ, or the gregoria calender.

Common era is becoming more popular due to the religious overtones of AD and BC

Yes they are. BCE and BC are also the same. BCE and CE are simply "politically correct" or non-religious ways of saying BC and AD. (CE is "Common Era" by the way)

They refer to the time period, but they are not the same thing.
AD means "Anno Domini", or "Year of our Lord". In other words, it refers to the year that Jesus Christ was born.
People who do not wish to refer to Jesus Christ use CE, standing for "Common Era" or "Christian Era".
So they are talking about the same time, but the political/religious stance of each of these is quite different.
