I'm not an expert, but seeing as how it's just dry skin, I don't see why not. I'd assume it's a little easier to manage- with creams and such, if you can get to the affected area, and so it's probably less common, but still possible :)

YES, I think the dandruff is flaking skin from your scalp and bald guys still have a scalp

yeah the scalp can still be dry and flake with or without hair.

If its natural baldness look at omega 3 and omega 6 sources such as evening primrose oil, fish oil, nuts and seeds etc to moisturise the skin internally and reduce flaking. if baldness is due to shaving head, swap the shaving cream or gel to a non fragrant and more natural type as some skincare products contain ingredients that cause skin to flake.

yes, because dandruff is mainly a scalp thing. If your scalp is dry and itchy, they you may have dandruff. A good suggestion is to use head and shoulders anyways, and if it doesnt go away, see a doctor or a dermo because it might be your skin.

yes because dandruff is dry skin that flakes of your scalp, it has nothing to do with oyu hair. It is found in you hair becauseit is above you scalp.
