Probably Goebbels. He was with Hitler from very early on in the nazi party and stayed with him until the end as a party lackey and confidante.
Although Hitler let Himmler run the "final solution", Hitler was always suspicious of him because of the SS troops under his command and was afraid he might try to pull off a coup. He had Gestapo informants planted even within the SS in case of such an eventuality.

Rudolf Hess was Hitler's closest friend and the Deputy Fuhrer until 1941 when he flew on a one man mission to Britain to meet Nazi sympathisers in the British aristocracy in an attempt to get Britain to withdraw from the war to give Germany a free hand when Hitler launched his invasion of Russia in June 1941.
His mission went wrong when he couldn't find the landing strip at the estate of the Duke of Hamilton and he had to bale out at night.
He was picked up by the local police and imprisoned for the rest of the war in England . At the Nuremberg trials after the war he was sentenced to life imprisonment and spent the rest of his life in Spandau Jail.

He didn't have a 'right hand man'. He didn't trust anyone, It was Hess, I think, that came up with "the ultimate solution" and head of SS. Goering run the Luftwaffe (air force), Goebbels the army (tanks, I think) Himmler and many other lesser 'yes men'. Many Hitler had executed before the war was over.
