As an example, I live in a small city in which I take an active interest in the candidates and issues. Do any of the agenda decisions made here filter up the political scale and influence decisions on the higher levels? In a more general sense, do the actions people take within their small circles ripple outwards?

Yes and no. It really depends on what topic is being acted upon in the political scene at your local government. Many times state and national governmental actions rely on local politics to provide a microcosmic example of how the nation should sway. After all the civil rights movement of the 1960s started off as a local phenomenon of civil disobedience in places like Birmingham and Little Rock, and then the success of such local protests reverberated nationally, culminating in legislation that ended discrimination.

Usually on any issue of any domestic import, the political movements on a municipal and county level can set a precedent for national policy. However, as for foreign policy, many times our government won’t look at isolated local opinion of a few cities to dictate what we should do overseas.
