The San Francisco SPCA neuters and spays their kittens at two months before they are put up for adoption. The Marin County Humane Society does the same.
Spay-neuter clinics will do it earlier than most veterinarians in regular practice. In spite of reseach done to show that doing the procedure early has no harmful effects on the cats.

Because they don't like putting them to sleep. If they spay & neuter them before they adopt them out, then they don't risk the owners returning with litters of unwanted kittens.

Shouldn't be done before 6mos unless medically necessary if you want the animal to have the best chance of developing normally and the fewest complications. Its dangerous to sedate any animal, and these risks are heightened when they are young. If it is wild/stray/feral and you aren't keeping it, then you could do it earlier, but you shouldn't...

5 and a half months !!!! Females go into heat at 6 monts so they try to avoid any infections from that heat cycle and avoid any more unwanted litters.
