Have them over for a mocktail party. They can wear fancy dresses and have fun . . . a lot more fun if you were to use real alcohol ;)

A barbecue at home? Or a dinner in a nice family restaurant? You could include a small group of her best friends. I wouldn't do too much as although it is a landmark, you've got the high school grad ahead of you, and that's a much bigger deal!

Get her and friends to dress up and take them to a nice restaurant, not just Olive Garden but a step up from that. Teach them to be ladies and celebrate the accomplishment.

Let her do somehting small with her closest friends. She worked hard to make it through JR. High so reward her with what she wants to do. Do dinner or a movie. If you wanna have fun go ice skating or roller blading! Good luck.

Just have a sleep over with pizza, games, and movies. And if you don't want them to sleep over, just invite everyone over for a party, have the pizza and games, and then have their parents pick them up around 10 pm. They will have a blast!

Let her have some friends over. Boys until 10pm, girls all night. Pizza, pop, snacks, movies, music. They'll have it all figured out from there.
